CASE STUDY

Federal IT Modernization

The Challenge

The legacy front-end processing system for electronic information exchanges between government agencies and external trading partners required significant enhancement to meet the demands of increased filing capacity mandated by congressional legislation.

With over 130,000 external trading partners and 1.2 million files currently processed, the system needed to be upgraded to handle over 5.6 million files.

The Solution Strategy

The primary objective was to enhance the mission-critical Document Submission Process application to align with the agency’s Modernization program goals. This involved optimizing database performance and streamlining processes. Here are the steps we took to do this:

  • Initial efforts focused on analyzing the existing software and platform to understand their functionality and operational principles.

  • Major enhancements and modernization tasks were approached iteratively and modularly, with prototypes developed for early validation and testing.

  • Continuous refinement of code was done throughout various testing phases, following a peer review process to ensure quality.

  • Adherence to standard procedures and documentation maintenance practices specified by the organization were maintained throughout the project.

Windows Environment/Platform

Implemented parallel-processing and multi-threading capabilities to improve processing capacity and reduce execution time.
