Seema Khan
President & CEO

Seema is a Certified Public Accountant with an MBA from Wake Forest University. Seema cofounded Makpar Corporation in 2008 with her husband to establish a business and strategy consulting practice focused on helping government and commercial clients with business development and IT management. Seema brings several years of experience in tax preparation, accounting services and financial reporting.
Seema is committed to building the Makpar brand as customer focused and number one for employee satisfaction and development.
Kaamil Khan
V.P., B.D. & Operations

Kaamil is responsible for overseeing all corporate legal matters while also supervising Makpar’s business development and proposal writing teams. Kaamil brings to the company a diverse skill set in contract drafting and negotiation, employment law, corporate governance matters, and intellectual property.
Prior to joining Makpar, he owned his own law firm focusing on business litigation. In private practice, Kaamil acted as general counsel for several local businesses, including Makpar. As a trial lawyer, Kaamil developed a commercial approach to problem solving.
Tariq Islam
Chief Technology Officer

Tariq is an experienced IT leader with 23+ years of strategic and practical leadership roles in the government and commercial sectors across all phases of the software development lifecycle. He supported civilian agencies, Department of Defense, and Intelligence agencies designing and implementing integrated solutions across a broad spectrum of technologies and IT drivers. He is responsible for driving the overall technology vision and solutions strategy for Makpar, working across business development, program management, marketing, delivery, and the innovation lab for the company’s growth. Tariq is a seasoned solutions architect with customer-focused and results-oriented approach to solve complex business problems.
Tariq has a Master’s degree in Software Systems Engineering from George Mason University and a Bachelor’s degree in Computer Science and Engineering from University of Connecticut. He is currently pursuing his MBA program at VA Tech.
Kavan Weerasinghe
Director, Program Delivery & Cybersecurity

Kavan is a technically savvy people-focused business transformation and technical solution delivery leader with over 20 years of experience. Coupled with his Federal Government focused roles at the IRS and Department of Education/FSA, he has extensive overseas/offshore experience serving Fortune 500 companies around the globe, including in Asia, Australia, and Europe. He has knowledge in software, hardware, network, data center architecture, IT Transition, and cybersecurity.
In his last role before joining Makpar Kavan consulted on a large multi-year city-wide IoT implementation including the contract negotiations, IOT technology implementation, and building the commercial model to ensure a win-win for the taxpayer as well as the company. He has also led several follow-the-sun IT Managed Services Teams as well, while serving as a strategy advisor at several global IT outsourcing companies.
He has a Master’s degree from Johns Hopkins University in Baltimore, and a Bachelor’s degree from Clarion University in Pennsylvania. He lives in Bethesda, Maryland, is married with 2 children, loves reading, and is passionate about sports.
Nickolas Sibley
Director, Agile

Nickolas is an experienced IT leader with 35+ years of strategic and practical leadership roles in the government and commercial sectors across all phases of the product development lifecycle, with 20+ years of Agile Leadership. He has supported Fortune 100, State and Federal agencies in Project, Program and Financial management, Process Improvement and Lean-Agile Principals.
Nickolas has a Bachelor of Fine Arts degree from the University of Northern Vermont, and has achieved certifications as PMP, SCM, Agile Coach and SAFe Agilist (SA). Currently Nickolas is studying to become a SAFe Program Consultant (SPC) to Lead and Train SAFe implementations.
Larry Hunt
Director, Growth and Partner Programs

Larry is responsible for overseeing Makpar’s Business Development and Capture Management, while developing and building Makpar’s pipeline aimed at growth. Larry brings a diverse skill set in Growth Management, Federal government contracting, Program Management, Cyber Solutions, IT Service Management (ITSM), and Quality Management.
Prior to joining Makpar, he owned his own government contracting and compliance consulting firm focusing on providing government business development and growth management, capture, program management, proposal and color team support, and compliance oversight services.
His experience includes hands-on business capture, development, internal auditing, pricing, and infrastructure consulting for small to midsize businesses across service areas like Quality Management, ITSM, Enterprise Operations, Business Development/Capture, and Proposal Management.
Larry holds certifications in Cybersecurity, ISO (Quality Management, ITSM, IT Security), CMMI (Level 3 Dev and Services) and CMMC process development.
Prior to consulting, Larry was Senior Vice President and Chief Compliance Officer for a large government contractor.
Mushtaq Khan

Mushtaq has has over 42 years of information systems and enterprise software experience acquired at multi-national companies like ICL, NCR/Teradata, and Convera. He has considerable experience in developing solutions for both government and commercial customers, and has expertise in forming and negotiating corporate partnerships.
He has been working with leading technologies and has substantial expertise in bringing breakthrough ideas and concepts to market and providing the necessary leadership to develop customer focused products and solutions.
His current area of focus is US Federal Government leading and managing high impact programs.
Dr. Darren Obazu
Cybersecurity & IAM Practice Lead

Mr. Obazu leads the Makpar Identity and Access Management Practice (ICAM). He has been leading the ICAM transformation effort for a large Civilian Agency impacting more than 130,000 users. He is an experienced IT Project Manager/Consultant with over 16 years of experience leading critical customer initiatives. With cutting edge expertise in Project Management Office (PMO) Support, IT Service Management (ITSM), Process Improvement, Application development/deployment and Implementation, Systems Support, and IT Training, Mr. Obazu has been serving clients in State, Federal Government and Commercial sectors. He has completed a PhD in Applied Management and Decision Science (AMDS) from Walden University, with an area of specialization in “Information Systems Management.”

Farah serves as Makpar’s Director of Talent and Quality Management. Her employee-first contributions have been major reasons why our team has certified us as a Great Place to Work. In addition, she has supported Makpar’s efforts in expanding the scope and scale of our quality management programs. The thing she enjoys most about Makpar is the family culture. Glen Sitton
Azure Cloud Migration Practice Lead

Glen Sitton is the Azure Cloud Migration Practice Lead for Makpar and has a passion for bringing the benefits of innovative technology to our customers. Throughout a 32-year career with the Federal government, Glen provided expert technical leadership in modernizing efforts across many enterprise projects, specializing in messaging, collaboration tools, and identity/access management systems. After retiring from Federal service, Glen enjoyed a year of travel and visiting family before joining the Makpar team in 2019, where he is delighted to use his expertise to bring the advantages of cloud technology to our clients. He currently resides in the scenic Hill Country of Central Texas with his beautiful wife, Cate, and his sweet old yellow Lab Retriever, Kaeldra.
Anjali Astavans

Anjali is Makpar’s Quality Management Manager and Project Coordinator. Her laser sharp focus on the quality of product and service delivery has enabled Makpar to maintain a leadership position with its customers. Her contribution to obtaining multiple quality and security certifications such as CMMI L3, ISO 9K, ISO 20K, ISO 27K are laudable. Makpar is helping Anjali pursue her master's degree from UMGC in Information Assurance. She appreciates the employee care and emboldening culture at Makpar.
Fareeha Khan
Director, Marketing & Communications

Fareeha is a multi-disciplined creative and communications strategist. She manages all of Makpar’s marketing efforts, from website to content to graphic design. She also handles communications, both internal and external. While at Makpar, she has built out the company’s Fed Mission Success content program, consisting of weekly blogs, podcasts, white papers, and case studies providing thought-provoking insight into solutions for the challenges faced by Federal agencies in the realm of IT modernization. Before Makpar, she worked as a media planner and buyer in New York City for national and local brands, including GNC and Whole Foods. She is excited to bring her diverse experience to a company she's passionate about.
Georgia Bailey
Senior Proposal Manager

As Senior Proposal Manager, Dr. Georgia Bailey has joined Makpar's Business Development Team. Dr. Bailey is a US Army veteran and an accomplished senior professional with more than 25 years of leadership experience, including positions that have supported Defense, Civilian, Healthcare, and Academic organizations, public and private. She has been featured nationally via CNN and other national media outlets regarding her successful multimillion-dollar projects and service delivery management. As a Proposal Manager, she is credited for successfully managing over $550M in winning proposals in response to private and public contracts and grants.
Some of her most personally rewarding achievements include leading a collaborative research project between the National Institute of Standards and Technology (NIST) and the NSA to prototype an ISO specification for security transfer in the network layer of the OSI stack. She served as the Deputy Site Manager for Environmental Protection Agency 250M Washington Telecommunications and Computing Service Contract (WTACS). And, she led a team of 110 IT professionals supporting the EPA Offices throughout the Washington DC Metropolitan area
Dr. Bailey is a graduate of Virginia State University. She received a Bachelor of Science and was Commissioned a 2nd Lieutenant in the US Army and achieved the rank of Major.
In her free time, she likes to work out at the gym , play music on the piano and alto saxophone, write, research, and travel.
Dan Montagna

Dan is a technically-aligned and solutions-oriented leader who believes that the use of technology should work for us, not be a barrier to success in projects and program delivery. His career has been focused on the discipline of project, program and portfolio management (P3M) in IT. For the last 15+ years he has worked in and alongside a broad spectrum of industries including For-Profit SMB, Non-Profit Enterprise, and State and Federal Agencies across the country. He believes in the value of people in an organization and strives to tie process and rigor to drive value and results in his work.
Dan has a Bachelor’s degree from Westfield State University in Massachusetts an holds several project management certifications including Project Management Professional (PMP), Certified Scrum Master (CSM) and Certified Scrum Product Owner (CSPO). He lives in western Massachusetts and enjoys gardening, hiking and learning new things through podcasts, videos and reading.
Chirag Shah
Vice President of Strategy & Growth

Chirag leads the Health IT division at Makpar. Mr. Shah brings over 20 years a wide range of experience in developing Informatics Solutions in the Health market. Mr. Shah has managed and led projects involving process re-engineering, stakeholder management, architecture, analysis, design, development, automation, and implementation of software solutions for the health informatics industry. Mr. Shah’s works include the National Cancer Institute (NCI), and the National Heart Lung and Blood Institute (NHLBI), Centers for Medicare & Medicaid (CMS) and NIH’s Office of Extramural Research Administration (eRA).
Mr. Shah has BS in information technology from Strayer University. He is also a certified Project Management Professional (Project Management Institute), Six Sigma Green Belt, SAFe 4 Product Owner/Product Manager, SAFe 4 Agilist, SAFe 4 DevOps Practitioner.
