2020 has proven to be a year where leading government IT executives rapidly embraced new innovations to help ensure mission success in the face of a global pandemic.

For Nancy Sieger, Acting CIO of the Internal Revenue Service (IRS), this meant quickly pivoting to digital solutions for taxpayers and employees, while also rescaling operations for both health and safety. Because of this effort, she was recently named to the “Federal Leadership of the Year” category of the 2020 FedScoop 50.

This year’s FedScoop 50 Awards were a bit different, and focused mainly on how federal IT leaders best used technology to respond to and overcome the challenges of the COVID-19 outbreak. Sieger was among the 200 finalists for the awards, which received over 500,000 votes from both government and industry members.

Overseeing a 7,000-person IT organization that maintains hundreds of systems and supports the processing of millions of tax returns annually, Sieger came into this role in 2019, when Gina Garza, IRS CIO, announced her retirement after 34 years of federal service. 

“In our time at the IRS, we appreciate that under Nancy’s leadership, the focus on IT modernization at the agency has been on improving the taxpayer experience for all Americans through a focus on resiliency, robust infrastructure, and strong security,” said Mushtaq Khan, Strategic Advisor at Makpar.

Prior to serving as the Acting CIO, Sieger was the Deputy CIO for Filing Season and Tax Reform at the IRS, where she led the innovation changes necessary for supporting the Tax Cuts and Jobs Act. She also ensured that IT delivered a seamless annual tax filing season, and integrated solutions that aligned with modernization goals.

Throughout her career, Sieger also advanced the goals of equal opportunity and diversity in government IT. As such, she served as chair of the IT Diversity & EEO Advisory Committee, and was honored with a Presidential Rank Award Meritorious Service in 2018.
